The amendments to the Skilled Immigration Act are intended to offer skilled workers from abroad better opportunities for training, studying, and working in Germany. These measures are designed to combat the shortage of skilled workers in this country and increase Germany's attractiveness as a destination for qualified workers.
The amendments to the Act will be implemented in three stages between November 2023 and June 2024. The third stage will come into force on June 1. These changes are summarized below:
Introduction of the opportunity card for job seekers:
- Third-country nationals who can prove full equivalence of their foreign qualifications and are therefore considered "skilled workers" according to Section 18 (3) of the Residence Act will receive the opportunity card without any further requirements.
- All others must provide proof of a foreign university degree, a vocational qualification of at least two years (each recognized by the state in the country of training) or a vocational qualification issued by a German Chamber of Commerce Abroad. In addition, either German (level A1 CEFR) or English (level B2 CEFR) language skills are required.
- Points can also be earned for the recognition of qualifications in Germany, professional experience, age, and other aspects. A minimum of six points must be achieved in order to receive the Opportunity Card.
- The opportunity card is issued for one year if your livelihood is secure. During your stay to look for work, you can do trial work or take on a part-time job. If you are unable to obtain another residence permit (§§ 18 to 21 of the Residence Act) but have an offer for qualified employment, the opportunity card can be extended for a further two years.

New Western Balkans regulation:
- For citizens of Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia
- Entry to take up any employment in non-regulated professions, regardless of qualifications (employment contract must be concluded)
- Approval of the Federal Employment Agency required
- Quota expanded to 50,000 per year (previously 25,000)
- Regulation to be made permanent from 2024
